The authority of the confederation government was limited mainly because there was no federal government and they had no power to raise armies or levy taxes for defense purposes. Moreover, there were many other problems with the new government. There was absence of quorum which hampered daily works. Then there was no proper management. The search for the official seal of the government went on for six years. The state legislatures were very slow in appointing delegates and mainly the politicians preferred to support the state governments more especially on occasions where Congress have faced a deadlock. Congress had no permanent home as well.
